In order to supply your child from birth up to an age of four years with maximum safety, the child car seat must be attached to the car in a rear-facing mode. Furthermore, the Pearl One features an adjustable sitting and recline position, a spacious padded seat and soft belt pads and thus provides the perfect comfort relaxed car rides.

 反核食公投聽證 提案方修主文盼禁止進口


（中央社記者劉麗榮台北24日電）中選會今天就國民黨副主席郝龍斌所提核食公投進行聽證。提案方的律師葉慶元主動修改主文，加入「維持禁止」4字。與會學者說，若公投通過，形同拘束行政機關兩年內不能解禁。

由郝龍斌領銜的反核食公投主文原為「你是否同意開放日本福島311核災相關地區，包括福島與周遭4縣市（茨城、櫪木、群馬、千葉）等地區農產品及食品進口？」

中選會上午召開聽證會，釐清相關爭點。提案代理人葉慶元主動提出修改主文為「你是否同意政府維持禁止開放日本福島311核災相關地區，包括福島與周遭4縣市（茨城、櫪木、群馬、千葉）等地區農產品及食品進口？」

他說，由於政策目前還沒有開放，希望政府維持現行的禁止政策。

中選會邀請的成功大學副教授王毓立表示，現行法律規定禁止核食進口，若公投通過，等於對行政機關有綁兩年的效果，兩年內不能解禁。他質疑，按食安法規定，如符合必要與比例原則，可能有解禁空間。公投產生的政策複決是否直接取代政策，讓兩者之間失去界線？

國民黨中央政策會副執行長吳育昇說，公投通過能有效拘束行政機關兩年，且讓立法機關知所節制，不會在這兩年改變公民決定。他認為，反核食公投是超越黨派和藍綠，與人民權益密切相關的公投，希望能和年底九合一選舉一起投票。

郝龍斌在會前受訪指出，反核食公投提案有12萬人連署成案，居然要進一步釐清、要舉辦聽證會，是非常不合理的一件事。希望中選會放下政治的眼鏡，服務人民，而不服務政黨，真正傾聽民眾聲音，讓公投順利成案。

郝龍斌邀請的東吳大學副校長、法律系講座教授董保城表示，公投主文只要具備一般知識都了解核災食品的危害性，提案內容明確，且民以食為天，王者以民為天，國家領導人應該重視核災食品進口問題。

公投法修法後，提案門檻大幅降低。公投提案經中選會初步審議，若合於規定，將函請戶政機關15日內查對提案人；若未合於規定將舉行聽證，釐清相關爭點，經補正後，仍可以進入下一階段的連署。（編輯：李淑華）1070424
